PUBLIC INTERNET ACCESS ON LIBRARY COMPUTERS

In response to advances in technology and the changing needs of our residents, the Escondido Public Library endeavors to develop collections, resources, and services that meet the cultural, informational, recreational, and educational needs of Escondido’s diverse, multicultural community.

To help fulfill this mission, the Library provides Internet access on selected public terminals for all users of the Library, allowing users to connect to networks of resources outside the Library. The Internet links millions of computers and libraries around the world. It is a fluid environment with the content and format of information constantly changing. Some information may be inaccurate or out-of-date. Library users access the Internet at their own discretion and risk.

All library-owned computers are filtered, and viewing pornography at the library is prohibited. Failure to comply with this policy will result in removal from the library. If the filter interferes with research, see staff for assistance. The library also provides unfiltered wireless access for users’ laptops.

Some Internet information is inappropriate for children. Even with filters, it is not possible for library staff to control specific information children and youth may locate on the Internet. It is the responsibility of the parents or guardians to set standards and establish guidelines for what is appropriate for their own children and to monitor their use of the Internet. Parents concerned about their children’s use of electronic resources may wish to spend time on-line with their children to discuss the wealth of information available and how it should be used.

Library staff cannot provide individual instruction on using the Internet; however, formal instruction may be offered by volunteer tutors at designated times.

All users of electronic information resources such as the Internet are expected to use these resources in a legal and responsible manner, consistent with the educational and informational purposes for which they are provided, and to follow the rules and regulations of the Library. Users or parents of users who are minors are responsible for damage to the equipment, as stated in State of California Education Code, Section 19910 and other pertinent sections. Malicious misuse of the computers or Internet access will result in loss of computer privileges and is punishable by fine or imprisonment.
