Essential Services and City Council Priorities

In 2023, the City Council held a “Visioning and Structural Deficit Strategy Workshop.” During the meeting, the Council defined what are the Essential Services the organization provides, and developed a set of Priorities to focus on over the next three years.

• Fire/EMS Services
• Keep City Clean for Public Health and Safety
• Land Use/Development
• Clean Water; Sewer
• Public Works/Infrastructure
• Maintenance of Parks facilities/Open Spaces

Council Priorities

The City Council Priority Work Plan (PDF) is our roadmap for the next two years, outlining the strategic priorities that will guide our collective work and investments in the community. The plan was validated by the City Council during the September 2025 workshop. 

The plan centers on six priorities:

• Drive Community and Land Development
• Financial Stewardship
• Prioritize Public Safety
• Restore Organizational Capacity
