The Field Engineering Division provides construction inspection of Capital Improvement Projects and Private Development Projects to ensure compliance with all applicable ordinances, codes, regulations, and standards adopted. In doing so, Field Engineering contributes to the improvement of the quality of life of the residents of the City of Escondido. The Field Engineering Inspection team provides project management support for Capital Improvement Projects, serving as the primary contact between the City and the project contractor and coordinating construction activity with utility companies and other public agencies. Field Engineering is also responsible for processing of encroachment permits for work planned within the City right-of-way. The Inspection staff enforces the proper implementation of traffic control devices by any contractor working in the City right-of-way as necessary to protect the safety of the traveling public. The Field Engineering Inspection team also monitors the proper installation and maintenance of stormwater Best Management Practices (BMPs) to prevent the discharge of pollutants into the storm drain system. The Survey Group provides survey services to Field Inspection, the Capital Design group, and other City Departments or Divisions requesting surveying services.
