Development Services
The Development Services Department is comprised of four divisions working together to protect life and property, to improve the quality of life and the environment, and to address the City's housing needs.
Counter Closures for Staff Training:
The Development Services Department will be participating in In-Service Training. Please note the following counter closure times:
• Every third Thursday of the month
We appreciate your understanding as our team participates in training focused on improving our processes and enhancing customer service.
Building, Engineering and Planning Temporary Counter Hours:
Please note that the Building, Engineering and Planning Counters will be temporarily closed on Fridays .
- Business hours for these departments is Monday - Thursday from 8 a.m. - 5 p.m.
All other City counters and departments remain Monday - Friday from 8 a.m. - 5 p.m.

Building

Code Compliance
The Code Compliance Division protects life, safety, and property through the enforcement of codes and standards for the maintenance and regulation of property, buildings, and structures in the city.

Housing & Neighborhood Services
The Housing & Neighborhood Services Division recommends policies and programs, administers affordable housing development, the first-time homebuyer program, oversees CBDG and HOME funds, mobilehome rent control, and provides housing information and referrals.

Planning
The Planning Division assists in maintaining and improving the quality of life and the environment through the General Plan Implementation Program and the development review process.

Engineering Services
Engineering coordinates engineering review of private development projects, planning applications, and environmental studies; oversees and maintains the City's inventory of real property assets; designs and administers bidding of all capital improvement projects; inspects all public construction projects including those initiated by private developers; and administers all traffic and transportation projects including those for traffic signals.

ProjectDox Plan Review
ProjectDox is the City of Escondido’s new Electronic Plan Review system. ProjectDox provides an enhanced approach for applicants to submit their projects for plan review and transparency in viewing project status. It allows for cohesive workflows among the City Departments while delivering a user-friendly applicant experience.
