Short Term Rentals (STR)
Application Process
The application process for a short-term rental is now open. Applicants can apply for all three permits on our Licensing Portal. Applications will be taken in on a first-come, first-served basis.
Permits required for operation
A host must obtain the following types of permits prior to advertising or renting any privately-owned residential dwelling to any transient for a period of 30 consecutive days or less: Apply Now

We value your peace and safety, and we're committed to making sure all short-term rentals operate in a respectful and responsible way. A short-term rental (STR) is a property rented out for a brief period, typically less than 30 days, often for vacation or temporary stays. STRs are solely for overnight lodging purposes, not large gatherings or events.
Short Term Rental Basics
- Guest Limit: Each rental is allowed a maximum of two guests per bedroom, plus two additional guests. For example, a permitted rental with three bedrooms would have a maximum occupancy of eight guests.
- Noise Policy: Quiet hours are between 10:00 PM and 7:00 AM. (EMC 17-229)
- Parking: Guests must use only the on-site parking spaces associated with the approved short-term rental unit. Street parking is not permitted.
- Requirements: All short-term rentals located in the City of Escondido must have an approved Transient Occupancy Tax (TOT) registration permit, STR Permit, and City Business License. STRs located in the unincorporated areas of Escondido are subject to San Diego County regulations. When a permit is approved, the rental address, responsible contact information, and permit number will be visible on the City website https://escondido.hdlgov.com/Search/Index/STRPermit.
- Compliance: The ordinance went into effect on July 1, 2025. The permit portal went live on July 7, 2025. To give neighbors time to apply, Code Compliance will begin investigating any unpermitted rentals in September 2025.

Responsible Contact
To ensure a peaceful neighborhood, each permitted STR is required to provide a responsible contact for neighbors to communicate any issues that arise at the property or from STR guests. They will be available 24/7 while guests are present and can be on site within the hour, if needed.

Enforcement
Residents can expect enforcement for unpermitted Short Term Rentals (STR) operations to begin on January 1, 2026.

Pilot Short Term Rental Program Now in Effect
Short Term Rental owners can now apply for their permits online. Owners should apply before September 1, 2025, to comply with City regulations and avoid penalties. STRs that are ineligible to receive a permit should cease operations by September 1, 2025, or face penalties. STRs must be located more than 500 feet from a parcel containing a school. A Short Term Rental (STR) shall mean all or any portion thereof of a residential dwelling unit which is advertised or held out to the public as a place regularly rented for dwelling, lodging or sleeping purposes to one party with a duration of occupancy of 30 consecutive days or less. Examples of this are rentals via websites such as Airbnb or VRBO. Hotels, motels, and other land uses explicitly defined and regulated in the Municipal Code separately from short term rentals are not considered short-term rentals.
Program Timeline

On January 29, 2025, Chapter 16, Article 8 was approved by the City Council to regulate Short-Term Rentals in the City of Escondido. The effective date of the ordinance codified in this chapter is July 1, 2025. To read Chapter 16, Article 8, please go to Escondido Municipal Code.
Door Hanger Notifications
City staff will start placing door hangers on unpermitted STR's beginning on September 1, 2025 as part of Phase Two of the Pilot STR Program. Receiving a door hanger is your reminder to take action. Please submit your permit application as soon as possible.
