New Business Checklist
Ready to launch? Follow the Small Business Administration’s 10 Steps to Start Your Business for a seamless start. Access valuable, free resources and an advisor from the Small Business Development Center (SBDC) to guide you through essential steps in planning, funding, and operations.
- Business Plan:
- Do you understand your target customers and market, and have you outlined how you will finance your business?
- Develop a comprehensive business plan that outlines your target audience, market strategy, and financial approach to set a solid foundation for your business. The SBDC offers free resources to understand your target customers and how to finance your business.
- Zoning:
- Do you know where your business type is allowed to be located?
- Check to make sure you know where you can locate your type of business.
- Appropriate Building:
- Have you identified a suitable building for your business needs?
- Ensure the building aligns with your operational requirements, some examples include power, water, fire sprinklers, grease traps etc. Many buildings in Escondido in the historic district downtown may require structural retrofits; work with a certified engineer to understand the needs of any building before signing a lease or conducting a purchase.
- Adequate Parking:
- Have you assessed the availability of parking spaces for your customers and employees?
- Ensure there's sufficient parking to accommodate your business needs. Make sure you understand the parking requirements from the Planning Department.
- Tenant Improvements (permit required):

- Have you identified and assessed any hazardous materials associated with your business?
- Coordinate with relevant departments to ensure compliance.
- Visit the County of San Diego for HazMat permit requirements.
- Fictitious Business Name (County Clerk):
- Have you registered your Fictitious Business Name?
- Ensure compliance by registering with the County Clerk.
- Visit the Clerk of San Diego County to register your Fictitious Business Name.
- Seller’s Permit/Resale Number (California Department of Tax and Fee Administration):
- Do you need a Seller’s Permit?
- Visit the California Department of Tax and Fee Administration to determine if a permit is required.
- State Tax ID Number (Employment Development Department):
- Have you obtained a State Tax ID Number?
- Connect with the Employment Development Department to fulfill this requirement.
- Federal Tax ID Number (Internal Revenue Service):
- Do you have a Federal Tax ID Number for your business?
- Ensure compliance with the Internal Revenue Service.
- Food Handler’s or other Health Permits (County Health Department):
- Do you need Food Handler’s or other Health Permits?
- Check requirements with the County Health Department.
- City Business License (Required in each City location where you conduct business):
- Have you obtained the necessary City Business License(s)?
- Ensure compliance in each city where you operate. Apply for your City of Escondido Business License today.
- Industrial General Permit (Stormwater – State Water Board):
- Is your business subject to Stormwater regulations?
- Check if you need the Industrial General Permit from the State Water Board.
