Housing & Neighborhood Services

The Housing and Neighborhood Services Division recommends policies and programs, administers affordable housing development, the first-time homebuyer program, oversees CBDG and HOME funds, mobilehome rent control, and provides housing information and referrals.

The City of Escondido ("City") received a grant allocation from the U.S. Department of Housing and Urban Development ("HUD") for $1,446,858 in Community Development Block Grant ("CDBG") and $712,111 in HOME Investment Partnerships Program ("HOME") for Fiscal Year 2023 to 2024.

The purpose of these funds is to ensure low-and moderate-income households have resources for affordable housing, suitable living environments, and to expand opportunities. The City administers and provides funding for public services, fair housing resources, and capital improvement projects addressing homelessness, neighborhood revitalization, basic needs, health and human development, economic development, and affordable housing for low to moderate residents and businesses.

HUD Section 8 (Housing Choice Voucher) Program

Housing and Community Development Services of San Diego County administers this HUD Rental Assistance Program within the City of Escondido. For information about the program, visit their website, apply with San Diego County, or contact the County at (858) 694-3900 to complete an application over the phone or to request an application in the mail. Successor Housing Agencies

In 2012, the City of Escondido established a Successor Housing Agency ("SHA") to the City of Escondido Community Development Commission ("CDC") by adoption of Resolution No. 2012-16. Senate Bill 341 requires successor housing entities to comply with different annual reporting requirements.
